Resolved Question: Where is the best place in China to learn Chinese?

Here's what I want: a good-sized, clean, but fairly well developed, Chinese city with few other foreigners but excellent TEFL (or other) job opportunities and, perhaps, future business connections. I've heard Beijing Mandarin is very close to standard, but it has a lot of foreigners and lots of locals who speak English. In Shanghai, 3% speak passable Mandarin, and there are also a lot of foreigners. And it seems that Guangdong province is the worst place because of all the Cantonese. Some people say go to a smaller city near Beijing like Dalian or Tianjin. But both cities also have lots of foreigners (though mostly Japanese and Korean I've heard, as opposed to Americans and Brits) and they have accents. Others say pick somewhere with a "bland" accent in an isolated place, like Chengdu in Sichuan province. Which one is best?
